Gov. Michelle Lujan Grisham on Friday named Kelly Schlegel as the director of the state Office of Broadband Access and Expansion. Schlegel will oversee the office, including broadband advisor Matt Schmit, to execute the state’s multi-billion-dollar strategic and operational plan to significantly expand New Mexico’s broadband capabilities. “We are on the cusp of realizing the incredible opportunity we have to expand reliable broadband access to virtually every New Mexico community. Education, healthcare and industry all stand to reap meaningful benefits from better broadband,” said Governor Lujan Grisham. “Kelly is the right person to build out the state’s plan on the ground.” “I am ready to hit the ground running to make generational change in the lives of New Mexicans,” said Schlegel “I am grateful to the governor for this opportunity.” Schlegel has worked in the software engineering, aerospace and technology fields for more than 40 years, including over three decades with The Boeing Company. She is a graduate of the University of New Mexico and University of Redlands in Redlands, California.

Peter Mantos, Cabinet Secretary & State Chief Information Officer
Peter Mantos joined the Department of Information Technology (DoIT) in the Summer of 2022. He brings the Department his 30-plus years of experience in information technology (IT). Peter previously worked in software development, technical management, and project management within the IT field. Peter also had his own consulting business and worked within global companies such as Digital Equipment Corporation, Siemens, and Intel.

Statewide Middle Mile RFI

This Request for Information (RFI) aims to position the State of New Mexico and its service providers for success in obtaining middle-mile grant funds from the National Telecommunications and Information Administration (NTIA). NTIA requests that prospective coordinate and consult with the State Broadband Office to ensure that the proposal is consistent with the State’s broadband plan and priorities. To support NTIA’s mandate, OBAE invites applicants to discuss their projects by responding to this RFI. The responses will enable OBAE to provide support letters, minimize overlapping projects, and strengthen proposals through public-private collaboration opportunities.

​Broadband Speed & Reliability Test

The New Mexico Broadband Program (NMBBP) is soliciting your assistance in identifying those areas within New Mexico having inadequate broadband service. A “Speed Test” is a simple way of doing this. The NMBBP is suggesting that you conduct this Speed Test repeatedly during the week and at different times in the day. This will help us analyze the difference between peak hour load and low use periods.

​NTIA Submissions

The State of New Mexico recognizes the need for better broadband and improved digital equity for all areas of the state. In July of 2022 the Department of Information Technology applied for the State Digital Equity Planning Grant Program.

In July of 2022 Governor Michelle Lujan Grisham
sent a Letter of Intent to the U.S. Department of Commerce declaring intent to participate
in the BEAD Program for Broadband Equity, Access, and Deployment.

​Technical Assistance Program

Economic Development Grant of $1.5M for three years
  • Provide technical assistance to entities seeking to deploy or expand broadband infrastructure and/or services
  • Funding to support up to 5 communities or organizations as a pilot for the first year
  • Cap of $100K for each project
  • Applications will be based on a Request for Information (RFI)
  • Types of Assistance
    – Identify and engage stakeholders and non-physical assets
    – Educate community leaders
    – Assess recipient communities’ current broadband infrastructure and market
    – Evaluate current and future demand for broadband (needs assessment)
    – Prepare high-level design and cost estimate for broadband deployment
    – Evaluate funding options and develop strategic approaches to acquire needed funding

NM TAP: New Mexico Technical Assistance Program (state.nm.us)

Application: Proposals for NM TAP are through a Request for Information (RFI) instrument. The RFI was released on 16 September 2021 and proposals due 17 October 2021. However, that is a soft date. NM DoIT will continue to receive proposals throughout the duration of the US EDA Grant cycle. As this is not a competive process, the intent is not to turn anyone away. The New Mexico Department of Information Technology has recently awarded State Price Agreements (SPA) to 9 vendors to support Grant Writing, Planning, and Infrastructure. These State Price Agreements are open to all public agencies and tribal entities.
